Professional Background:

Moxy Health Policy & Consulting, LLC was founded in 2016 by Coleen Lawrence, after serving for fifteen years in the public sector under the Department of Health in Human Services with Nevada Medicaid. As Chief of the Clinical Policy Team a variety of system-wide initiatives for Nevada were successfully accomplished in collaboration with stakeholders, such as;

  • Development and implementation of the Alternative Benefit Plan for Nevada Medicaid
  • Alignment of Title XIX and XXI plans for Mental Health Parity
  • Behavioral Health and Criminal Justice policies
  • Programming of multiple Medicaid Management Information Systems and Pharmacy Point-of-Sale Pharmacy systems
  • Implementation of Pharmacy & Therapeutic Committee and Preferred Drug List; and
  • Implementation of Tribal Health Consultation process.

 

Consulting brought a new wave of initiatives to Nevada by allowing Coleen to retain all the years of institutional knowledge to remain here with the State which she is proud to call home. Since 2016, she has focused on behavioral health initiatives, children's mental health transformations and opening access to care . Building systems such as CCBHC's, Living Room Models of Care, and Outpatient Crisis Centers. Her recent collaboration is the Nevada Pediatric Access Line (PAL) with UNLV's Kirk Kerkorian School of Medicine.

In 2018, Coleen founded Moxy Up, a non-profit organization that promotes good health through mentoring practices, including providing a safe, inclusive environment for young people and their families to explore, create, learn and grow through improving social and health determinants. Moxy Up is a "living room model" created for all youth, including youth with neurodevelopmental symptoms. Moxy Up is a space that brings clinical professional services together with leadership and safe spaces.

Coleen Lawrence

Educational Background:

Coleen graduated from University of Nevada Las Vegas in 1998 with a B.S. in Healthcare Administration. She was honored to be in Governor Guinn's inaugural Graduating class of 2005 for Certified Public Management. In 2010, she graduated with a Masters in Strategic Leadership from Mountain State University. 2021 she graduated from Purdue University Law School with a Executive Juris Doctorate. In 2025, she returned to Capella University to pursue her a Master's in Clinical Professional Counseling due to the youth mental health crisis. 

Personal:

Mentoring and coaching has been a stable foundation for over twenty-five years for Coleen. Currently, she volunteers for several boards that focus on youth in Northern Nevada. Mentoring and youth coaching are two platforms you will consistently hear throughout Moxy's drive to make a difference. Coleen was appointed in 2020 to the Nevada Commission on Mentoring to represent rural Nevada. #Mentoringmatters

Finding Balance:

My entire career, education and personal life has been driven by healthcare, public policy and leadership. The migration to consulting is about balancing the time needed to be successful in law school and the passion to continue to assist those with healthcare administration.
